Management Team

Brenda Doles, RN, MBA

President

Ms. Doles is a seasoned entrepreneur, administrator and clinician with 15 years of demonstrated success in the health care industry. Since co-founding HCRS in 1995, she has guided the company through steady growth and expansion.

Ms. Doles has extensive experience directing and overseeing multi-million dollar, multi-year contracts for federal, state and local government customers and is an expert in regulatory compliance (Medicare, Medicaid, JCAHO, and NCQA), assessment and implementation of HIPAA compliance measures, and medical records coding (ICD-9-CM, CPT and HCPCS).

Jarvis Doles

Chief Executive and Information Officer

Mr. Doles has nearly 30 years of experience as a senior government executive with extensive management experience in corporate and government operations. As Chief Executive Officer, he defines corporate strategic goals, objectives, policies and procedures. He also directs day-to-day operations of the corporation’s functional areas.

Prior to co-founding HCRS, Mr. Doles developed, designed and implemented programs and systems for multiple case/claims management processes within the Social Security Administration that included seamless automated processes converting paper to paperless projects. He has an intimate knowledge of negotiation, management and administration of government and commercial contracts, both foreign and domestic.

Susan Sirmai-Feinberg, MBA

Director of Business Development

Ms. Feinberg has more than 25 years of business development, sales and marketing experience in the telecommunications, information services and health care industries. Prior to joining HCRS, she served as vice president of business development at Software Consortium, Inc., where she oversaw a significant increase in the company’s commercial revenue and helped launch their business in the federal marketplace. Ms. Feinberg’s experience also includes positions with RS Information Systems, BT Global Services, Arrowhead Global Solutions, Teleglobe International and MCI.

Steven R. Greenspan, PMP, CMMI

Director of Operations

Mr. Greenspan has 24 years of information technology expertise. His previous experience includes several positions at Vangent, Inc., where he helped ensure well-executed strategic planning, budgetary performance, operational excellence, and global service delivery to thousands of internal customers, and Northrop Grumman, where he established the Strategic Solutions Center to address technology and process issues following a multi-year period of mergers and acquisitions. Mr. Greenspan holds a CMMI Level 3 certification.

Suzette Brown

Director of Human Resources

Ms. Brown has more than 17 years of human resources management experience in the government services, higher education and commercial sectors. Before joining HCRS, as a human resources manager at Lockheed Martin, Ms. Brown successfully transitioned 1,200 employees onto corporate systems with an error rate of less than four percent. Prior to that, she directed EEO/AA and Zero Tolerance within the University of North Carolina system.

Amy Coleman

Director of Contracts

Ms. Coleman has more than 20 years of experience with telecommunications, hardware, software and services agreements. She has a comprehensive knowledge of federal regulations and extensive expertise in negotiating and administering a wide variety of contract types.

David J. Daigle, CPA

Controller

Mr. Daigle has more than two decades of management experience in executive, financial and operational roles. His expertise includes the design, improvement, conversion and documentation of financial reporting systems, Federal Acquisition Regulation policies, and the management of accounting, support, operational, and proposal teams in both government and commercial industries.

Stephen C. Buckingham, Esq, JD

Program Manager

Mr. Buckingham has provided legal insight and analysis to nonprofit organizations, individuals, health care providers and provider associations for more than twenty years. Prior to joining HCRS, he served as a policy/communications specialist for Livanta LLC, where he was responsible for developing, implementing and maintaining the database of all state Medicaid and SCHIP policies nationwide for the Payment Error Rate in Medicaid (PERM) project.
